North York homeowner has to push city every year to mow grass on neighbouring lot

Imagine having a nightmare of a neighbour who lets their grass grow for months at a time. You could report them to the city by calling 311 and a bylaw officer might slap them with a fine. But what do you do if the property is owned by the City of Toronto itself?
