Winnipeg Blue Bomber fan has refused to wear pants for 17 years

Seventeen years ago, Chris Matthew told a friend he'd put pants on again when the Winnipeg Blue Bombers won the Grey Cup. They came close this year but for now, it's another year of long-johns, shorts and a kilt.
