Toronto won't fix laneway because it's owned by a man who's been dead for 118 years

The city of Toronto has told residents that it can't fix an often-flooded, pothole-riddled laneway in Kensington Market because it's private property. But a CBC investigation reveals the owner has been dead for 118 years.
